My opinion? Do it anyway. Let everyone build it with you. If others don't want to be a part, they don't have to, but yours will thrive.

The proposal and spreadsheets are ready. Going to make one more attempt to schedule a discussion, and if I feel stonewalled and frustrated, I'll just hand the Google Drive location to them and say "Call me when you're ready to hand over the keys and get out of our way."
